Commercial approaches to long-term programmes: rail franchising

The Department for Transport restarted its rail franchising programme in March 2013 following the collapse of the Intercity West Coast Main Line competition in 2012. The previous franchise programme failed due to capability, leadership and governance weaknesses. The programme has since undergone a process of reform.

Our report will be looking at how the programme has progressed since the West Coast cancellation, the effectiveness of the programme’s management and whether there are any further risks to value for money.
